From 2019 - 2021, James worked for the City of Whitehorse guiding the development of the City’s placemaking approach. The first dedicated placemaking resource within Council my role created the Story-Driven Places Framework with Bernadette Jiwa and Activate Whitehorse to encourage people to work together to activate places in Whitehorse. We created dedicated Activation Pods for Whitehorse community groups, charitable / not-for-profit groups, and activation teams to host and coordinate activations and the quick response Activation Booster Fund to deliver activations.
